PICCO, Anne F. April 21, 1919-November 3, 2008 A gathering to celebrate the life of Anne Picco will be held at 11 a.m. on Saturday, Nov. 15, 2008, at the Omega Funeral and Cremation Service, 223 SE 122nd Avenue, Portland, OR 97220. Anne Frances Picco was born to Martin and Delia Higgins in 1919 in the small town of Maynard, Mass. She had three siblings, Mary, Ruthie, and James. Anne graduated with honors from high school and moved to Boston to work as a secretary and attend business college. She later met John Picco in Washington, D.C., and they were married in 1942 in Charlottesville, Virginia before John was commissioned to Europe during World War II. In 1950, John and Anne moved to Portland where John accepted a position in the chief counsel's office of the Internal Revenue Service. They raised their five children in the David Douglas School District and lived in the same house across from Cherry Park Elementary School for more than 50 years. Anne was a loving wife and mother and also acted as property manager for the family's modest rental properties. She was very active in Cherry Park and David Douglas school activities during the 20 years her children attended those schools. In the 1970s through the 1990s, Anne became active in East County land use and community issues. She was a member of the Wilkes and Hazelwood Community Boards and on steering committees that developed East Multnomah County's first land use plans. She was recognized by her peers in government and the community for her commitment to the group goal, her professionalism and ability to build consensus, and her expertise in community development. She was an energetic advocate for citizen involvement in community affairs and planning issues. Anne was a woman of genuine grace, warmth, and beauty. She was a source of strength and comfort to friends and family and was at ease communicating with people of all walks of life. The values that she and her husband lived by - honesty, hard work, fairness, commitment, and tolerance - were passed on to her children through action and example. The manner in which she lived her life was truly a model to emulate. Anne is survived by her four sons, Daniel, Thomas, Anthony, and Michael; daughter, Pauline; and five grandsons, Steven, Ryan, Austin, Andrew, and Nicholas. In lieu of flowers, remembrances may be made to the Susan G. Komen for the Cure of Oregon/SW Washington.
